Tariff Overview:

  • baseline 15% tariff will apply to nearly all Japanese imports.
  • Sector-specific treatment applies to:
    • Automobiles and auto parts
    • Aerospace products
    • Generic pharmaceuticals
    • Natural resources not available in the U.S.

Tariff Calculation:

  • Products with a Column 1 HTSUS duty rate < 15% will be increased to 15% total.
  • Products with a Column 1 duty rate ≥ 15% will not incur additional duties.
  • Specific/compound duty rates will follow the same treatment as EU products under EO 14326.
  • These tariffs replace those previously imposed under EO 14257.

Effective Date & Refunds:

  • Applies retroactively to goods entered or withdrawn for consumption on or after August 7, 2025, at 12:01 a.m. ET.  Refunds will be processed per CBP’s standard procedures.

Next Steps:

  • Within 7 days, the Commerce Secretary (in consultation with ITC and CBP) will publish HTSUS modifications in the Federal Register.
  • Additional rules and guidance may be issued, including definitions for “products of Japan.”
