Tariff Overview:
- A baseline 15% tariff will apply to nearly all Japanese imports.
- Sector-specific treatment applies to:
- Automobiles and auto parts
- Aerospace products
- Generic pharmaceuticals
- Natural resources not available in the U.S.
Tariff Calculation:
- Products with a Column 1 HTSUS duty rate < 15% will be increased to 15% total.
- Products with a Column 1 duty rate ≥ 15% will not incur additional duties.
- Specific/compound duty rates will follow the same treatment as EU products under EO 14326.
- These tariffs replace those previously imposed under EO 14257.
Effective Date & Refunds:
- Applies retroactively to goods entered or withdrawn for consumption on or after August 7, 2025, at 12:01 a.m. ET. Refunds will be processed per CBP’s standard procedures.
Next Steps:
- Within 7 days, the Commerce Secretary (in consultation with ITC and CBP) will publish HTSUS modifications in the Federal Register.
- Additional rules and guidance may be issued, including definitions for “products of Japan.”
