Despite the ongoing government shutdown, U.S. Customs and Border Protection (CBP) has confirmed that it is fully operational and “open for business.” All ports of entry are staffed and functioning normally, ensuring continued cargo clearance and trade-related services.

 Operational Highlights

  • Ports of Entry: Fully staffed and clearing cargo.
  • CSMS Notices: Will continue to be issued as usual.
  • ACE Support: Remains available to the trade.
  • CBP Webinars: May be paused during the shutdown.
  • Overtime Authorization: CBP Office of Trade (OT) is authorized; check with your local port.

 Trade Services Unaffected

  • Permit Payments: No impact on CBP permit or corporate permit payments.
  • Broker License Exam (CBLE): Expected to proceed as scheduled; updates will be communicated.
  • FTZ & Bonded Warehouses: Activation requests processed normally.
  • FP&F and Revenue Divisions: Continuing operations.
  • Trade Remedy Branch & EAPA: Fully operational.

 Partner Government Agencies (PGAs)

CBP cannot speak for other PGAs. If issues arise:

  1. Contact the local PGA official.
  2. Then the local CBP port official.
  3. Finally, email tradeevents@cbp.dhs.gov.
  • TTB: Furloughed; CBP will verify COLA waiver processing.
  • USDA & Other PGAs: May be impacted—check respective agency websites for shutdown protocols.
  • PGA Holds: CBP has tools such as Conditional Release and direct agency contact to facilitate cargo release.

 Additional Updates

  • Refunds: Will be processed, but Treasury’s ability to issue them is uncertain.
  • HTS Updates: CBP will verify if updates continue during the shutdown.
  • AGOA: Currently expired—no retroactive quota or visa processing allowed.
  • Tariff Guidance: CBP will continue to provide import entry guidance related to Executive Orders. New tariff procedures for lumber and furniture imports will be ready by October 14.

 CBP reiterated that all staff are at work today, and if the shutdown continues, a follow-up public call will be scheduled to address any staffing changes.
